C. B. has always believed in the
grassroots power of technology. Over the last ten years, C. B.
has honed his skills in the art and science of political data
and targeting. Following are some highlights of his experience:
Phil Bissett, Anne Arundel County
Executive, 2006
Provided targeted
data and targeting analysis for the 2006 County Executive
Primary, providing the basis for campaign strategy, messages,
budget and resource allocation.
Cathy Vitale, Anne Arundel
County Council, 2002
Targeted “persuadable” voters to focus funds and
efforts. Generated walk-lists and mailing lists from targeted
data. Candidate won 73% of the popular vote in the General after
a prediction of only 53% at the time of the Primary. Candidate
transitioned from the junior member in the minority to the
ranking member in the majority, securing the chairmanship in her
first elected term by unanimous vote.
Committee to Draft John Sununu, 2000-2002
Managed a Web site to “draft” John Sununu into running
for the United States Senate. In 2000, the state of New
Hampshire, desperate for a viable Republican candidate, formed a
committee to “convince” Sununu to run, with this Web site as
their central tool. Sununu went on to defeat both an incumbent
Senator and an incumbent Governor to become the youngest member
of the Senate.
National Republican Party Intranet, 1998-2000
Worked with Washington Web Works to develop a much
visited, large-donor, members-only Intranet with news, chats and
data tools.
Bob Dole, New Hampshire Primary, 1996
Developed a strategic map/walk-list solution to target
voters and optimize candidate and volunteer resources.
International Foundation for Electoral Systems (IFES),
1995
Traveled to Haiti to manage and provide technology
resources for the elections that returned President
Jean-Bertrand Aristide to power.
Rep. J.C. Watts (R-OK), 1994
Designed the custom campaign and constituent management
software used on the trail to his first winning campaign.
Oliver North for Senate, 1994
Developed and managed a real-time polling and delegate
tracking system for the Virginia State Republican Convention
with an accuracy rate within a thousandth of a percent.
Bush/Quayle, 1992
Assisted top-level consultants Dave Carney and Mary
Matalin in providing technology resources for the campaign
organization.
PROFESSIONAL EXPERIENCE:
C. B. founded Spin RX Management Systems in 1996. Originally,
the company was focused on political technology solutions. Over
time, its fundraising and constituent management solutions
evolved into strategic tools for business. Today, about half of
his clients are politically oriented, but all benefit from
innovative Internet and e-Commerce services. (see

PERSONAL: C. B. and his wife Melissa moved to Annapolis in 1999.
They recently razed and re-built their home in Hillsmere on the
South River, where they now live with their Great Dane and Manx.
A life-long and award-winning sailor, C. B. and his wife are
members of Severn Sailing Association, Eastport Yacht Club,
International Lightning Class Association, and the Alberg 30
Association (2005 Rear Commodore – Racing). As an avid Land
Rover enthusiast, C. B. has purchased and restored several
classic Range Rovers, doing most of the work himself. CB
is also a 32nd Degree Mason and a member of the Osirus-Pentalpha
Lodge, Washington, DC.
